Implementation Strategy for the Merah Putih Cooperative Program Based on a Needs Analysis of Panderman Forest Farmer Group Members

Abstract

A government program to accelerate the establishment of the Merah Putih Cooperative presents a strategic opportunity for the economic development of Forest Farmer Groups or Kelompok Tani Hutan (KTH). Despite their potential, KTHs often face institutional and market access constraints. This study aims to formulate a development strategy for a cooperative within KTH through a quantitative Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis. This study involved 45 respondents from the Panderman Forest Farmer Group, selected through total sampling (census). Data collected via Likert scale questionnaires were analyzed using Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), and Internal-External (IE) matrices to map the strategic position. The results indicate a very strong internal position (IFE score of 3.54) and a highly supportive external environment (EFE score of 3.49). This places the KTH in the 'Grow and Build' quadrant of the IE matrix, signalling the appropriateness of an aggressive growth strategy. The implementation of the Merah Putih Cooperative is highly feasible with significant potential for success. Therefore, it is suggested that KTH promptly adopt aggressive growth strategies, such as market penetration and vertical integration, to optimise its existing potential and become a driver of the local economy.
