Coherence Between Planning Documents and Implementation of the Agropolitan Program in Selupu Rejang, Rejang Lebong Regency, Bengkulu Province

Abstract

This study aims to analyze the level of coherence between formal planning documents and the reality of the Agropolitan Program implementation in Selupu Rejang District, Rejang Lebong Regency. Using a sequential explanatory mixed-methods approach, data were collected through systematic document analysis of the 2019–2024 RPJMD, the 2012–2032 RTRW, and the Program Evaluation Report (Bappeda, 2023), as well as through in-depth interviews with stakeholders and farmers. The results indicate a significant Policy Coherence Gap. Program coherence is at the High Conceptual Coherence level—where planning documents are aligned and conceptually appropriate (Friedmann & Douglass, 1978) but weak at the Low Implementation Coherence level. Quantitative gaps indicate that the realization of infrastructure and processing units is less than 60% of the target. The root of the problem lies in weak horizontal coherence due to institutional fragmentation (ego-sectoral) and low resource coherence due to short-term political priorities (interests) overriding long-term vision (capacity) (Grindle, 2009). An urgent recommendation is the establishment of a formal collaborative governance mechanism and strengthening community participation to ensure that the Agropolitan program is not only good on paper, but effective in the field.
